No, a file transfer cannot be requested by the applicant as there is no provision under IPRA to transfer from one visa office to another. Before IRPA, this provision was available to the applicant and the files were transferred from one visa post to another upon payment of a nominal fee. Now a file can be transferred by the visa post if the officer thinks it is necessary.
