Working in Canada Without Any Work Permit Detained by CBSA

My friend came to Canada 4 years ago on a visitor visa. He has been working in Canada without a work permit ever since. However, 3 days ago my friend was pulled over for speeding and the police officer handed him over the CBSA for further processing. My friend is currently being held at the detention centre. My friend has some documentary evidence which may support his case. We are wondering when should we submit this evidence?

Pursuant to IRPR, you must submit documentary evidence at least 10 days before the hearing or as soon as practicable to do so.
