I have completed my studies in March 2020. I planned to visit my home country for three weeks because I would be getting my completion letter late. I got my completion letter and graduation certificate in May 2020. I got stuck in my home country due to coronavirus. I am still outside Canada. In this case, can I apply my PGWP outside Canada. I have scanned copies of every document. Do I need to get medical done again?

Yes. You can apply for your PGWP from outside Canada. If you are outside Canada for more than six months than you need to go through medical exam again. There would be same document requirement for this application even if it is outside Canada: Passport, digital photo, letter of study completion/confirmation of graduation letter, official transcripts, valid study permit etc.
