No. He can not work on implied status if he has applied for employer specific work permit. There is provision to work on implied status only for a Post-graduation work permit. He has to wait until he receives his work permit. He can only work if he has applied PGWP because Study permit comes with OWP which allow students to work part-time (on-campus or off-campus) with the condition of being full-time student. It is also only applicable when student applied PGWP before the expiry of their study permit.
