My maternal cousin was deported from US due the reason of overstay of his visit and he is banned for 5 years from entering the US. Can he apply for Canadian Permanent residency?

Yes. He can apply for a permanent resident application for Canada. The US immigration record does not make him inadmissible to Canada but could make the decision of a temporary resident application difficult. Your cousin should be able to get a police clearance certificate from US as it is required as a supporting document for PR application. There will not be any problem in applying for PR application for Canada if you submit complete application with all supporting documents.
