My father-in-law and mother-in-law have a 10 year multiple entry visa. In the past 2 years, they have visited us in Canada three times. During each time, they have stayed with us for 6 months before returning to India. They would then stay in India for a month before returning back to Canada. When they arrived in Canada yesterday, the officer at the airport gave them a 15 day visa. How come they only received a 15 days entry?

Your in-laws may have received an entry for only 15 days this time due to their previous travel history. Due to the reason that your in-laws would return back to Canada after only staying for 1 month in India, the officer may be suspicious that they are illegally working in Canada. As a result, the officer might have been suspicious that they will not return back to India so he decided to give them a very limited length of stay.

10-year multiple entry visa does not mean they can automatically stay for 6 months when you land in Canada. When a visitor visa is issued in the country of your residence, it means that you can board the plane and come to Canada. The CBSA officer at the airport decides how long can you stay in Canada. In your case, the officer did not feel comfortable and had doubts about your in-laws and hence restricted their stay in Canada. Sometimes they cancel the visa too. Once your in-laws go back they should stay for a longer period in their country of residence. If you want them to stay for more than 6 months, you should apply for the Super Visa or sponsor them.
