Permanent residents of Canada who are living abroad can not sponsor from outside of Canada. If you are a Canadian citizen living outside Canada, you can sponsor your spouse, common-law-partner, conjugal partner, and dependent child. You must show that you’ll live in Canada when the sponsored person becomes a permanent resident. You have to show your intend and plan to live in Canada. A permanent resident has to be living in Canada to sponsor any member of family class.
