Cdn Job Title Under NOC C & Job Duties Under NOC-B PGWP

My brother came to Canada on a study permit and upon completing his studies, he applied for a PGWP. In Canada, he worked for 2 years as a digital care consultant with Bell Canada. He is confused about what his NOC level is because his job title falls under NOC C but his job duties fall under NOC B. When he is applying for permanent residency, what should he put his NOC level as?

As per IRCC, when finding out what your NOC level is, you must look at the duties of your job. This means that if your brother’s job duties fall under NOC B, then you would put that as his NOC when applying for permanent residency.
