O.W.P. Application Approved But P.O.E. Denied Without Job Offer

My sister came to Canada yesterday on an open work permit after her application was approved to join her husband who is a temporary skilled foreign worker in Canada. When she reached at port of entry she was asked to produce job offer letter which was not in her possession. She was given entry as a visitor and not as a worker. The CBSA officer told her that according to the program delivery due to OIC an open work permit cannot be issued at the POE without the Job offer. What should she do now?
