MNI Less Than Required Parents Case Refused Use Appeal Option

I have sponsored my parents in October 2017. My income was just 9 dollars less from the required MNI. The case processing centre at Mississauga has accepted my application but Canadian High Commission New Delhi has refused my parents’ application. Can I appeal this decision?
