PGWP Refused For Part Time Studies Allegation I Was On A Co-Op

My PGWP application was refused. The refusal letter says that “You did not study continuously on full-time basis.” I did my co-op during the summers of 2017, 2018, and 2019. My university made it a part of my study and put me part-time for courses. Also, in the winter of 2018, I dropped out one course and school put me part-time for that semester as well. How can I explain that I was on a part-time co-op hours and apply for my PGWP again?

The part time studies you did, for the summer semesters due to your Co-op hours, is totally fine. It does not make you ineligible for post graduation work permit. The problem is the one winter semester in which you dropped voluntarily to become part time student. This winter semester was not the final semester, that would have made you ineligible for PGWP.
You have one option to apply for a new program of study and obtain PGWP on the basis of that new program, or to find work supported by LMIA. The PGWP is very clear on eligibility and accepts part time studies only in the very last semester of study.
