I have a question regarding work experience. Can a post graduation work permit holder work as a caregiver to accumulate two years work experience to apply for PR in Canada? If yes, does he need to apply for employer specific work permit?

Yes. A PGWP holder can work as a caregiver and use that work experience in his or her permanent resident application. No, there is no need to apply for any employer-specific work permit as open work permit allows you to work with any employer. For new pilots, they need have a caregiver eligible NOC level job offer which is LMIA exempted. A employment contract and offer is required when you starting work as a caregiver under pilots. Also, you need to go through mandatory medical examination as a requirement to work as a caregiver.
