I have calculated my CRS points by using the CRS tool. It says 445. I have expert level bands in all modules of IELTS (listening -9, speaking 8,5, writing 7.5, and reading 8). I never worked in Canada. If my points are above the CRS draw cut-off, can I apply under the CEC class?

If you have never worked in Canada, you are not eligible to apply under Canadian Experience Class. No matters if your scores are more than cut-off. You need to meet the minimum eligibility criteria of Canadian experience class which is that you must have worked for at least one year in Canada on a NOC O,A, or B.
