PGWP From Outside Canada Because Could Not Travel Due to Covid

I am outside Canada and Could not travel because of covid-19 travel restriction. My study has been completed and now I have decided to apply PGWP from outside Canada. I have valid visa to enter Canada till December 31, 2020. If I get airline tickets before expiry of my visa, Can I enter Canada? I have read about implied status in Canada when you leave and return, but i want to check if same applied if I apply from outside Canada.

You need to wait until your application of work permit gets approval to enter Canada. You have applied outside Canada which makes you ineligible to work in Canada until you get a work permit issued at port of entry.
