PR Card is not a status document, it is a token to board a commercial vehicle (air plane, ship, boat, ferry, train, bus, truck, tow truck, taxi etc.) to come to Canada. Once the lockdown opens, you can come to USA since you have a valid visa. From USA you can come to border of Canada in a non-commercial vehicle and CBSA officer can hopefully allow you entry upon reviewing the explanation and medical documents for your father’s illness. You will not be allowed to board the plane directly to Canada. Once you are in Canada and eligible (730 Days condition s-28 of IRPA) for submitting your application to renew your PR Card, you can go ahead with your plans.
