    My friend lived in the Philippines with his wife for his entire life. My friend has a rare condition and the medication to treat this condition is not available in the Philippines. In January 2020, my friend came to Canada and made a refugee claim on the basis that he is unable to receive medication in his home country. He has claimed that he is at risk and needs protection. What are the chances that his refugee claim will be accepted?

    Pursuant to section 96 of IRPA, a convention refugee is a person who has a well-founded fear of persecution for reasons of race, religion, nationality, membership in a particular social group or political opinion. Your friend’s basis of claim, i.e. not getting medication in the Philippines, is not a “well-founded fear of persecution”; therefore his claim would likely be rejected.
