I sent my valid study permit for amendment to Ottawa in March 2020. I received an email in May 2020 that there is a message in my cic account. I did not get any message in my cic account. I did a web form to enquire about this, and I received reply that my application of amendment has been refused on May 06, 2020. I called CIC but failed to speak to any agent. I did not receive my original unamended study permit as well. What could be done in this situation?

If you already did Webform, try to contact IRCC call centre agent, and just be patient keep on trying to dial number until you will be put in the queue. You can also try web form again after 15 days and request to obtain the original study permit sent along with amendment application. There is nothing much you can do about it at the moment.
