I am currently outside of Canada and I have a valid study permit expiring on December 1, 2020. Due to Covid-19, my program has been extended to May 2021 due to which I will need to file an extension. Can I apply for an extension of a study permit while outside of Canada? Or I have to fly back to Canada as the initial study permit was issued prior to March 18, 2020 and then apply from inside Canada. I am more inclined towards doing study online from India because my school is online and It won’t be worth travelling to and staying far from my family in this covid-19 situation.
You can not apply for study permit extension from outside Canada. If your studies are online it is fine that you can study while you stay outside Canada. As you mentioned you study has been extended and you will require extension of study permit as well. For that, you need to apply for study permit application from outside Canada like initial application which will be processed at a visa office outside Canada. It would be better if you enter Canada before the expiry of your study permit and visa and apply extension from within Canada. Biometrics are exempted in Canada for temporary applications while visa office outside still require biometrics to process the application.
