Does a candidate’s work experience have to be related to his or her education in order to be recognized? I need to know both about CEC & FSW.

No. For international graduates, work experience does not have to be related to education, as long as the candidate has accumulated the work experience after graduating from an approved Canadian post-secondary educational institution. There is no educational requirement set for CEC, but you can add your education to your Express Entry profile to increase your CRS score to get an ITA.
